Contextos da Política de Águas e Novas Abordagens pela Perspectiva das Reformas Administrativas no Brasil

The article seeks to present the construction of an argument by exploring, through a contextualized reading of the National Water Resources Policy (PNRH), how the reforms that sought the managerial model in Brazilian public administration established variables and conditions for this participatory and decentralized policy of water management. Thus, through bibliographic review, analysis of documents and some interviews with related actors, it was possible to construct a critical analysis of the process of implementing and creating the PNRH. In this way, the contribution from the developed approach, directs the discussion towards investigations that go through specific analytical keys, namely: combined analysis models of public policies, institutional arrangements and bureaucracies.
