After All, Who Makes it Happen? Leadership Skills as Factor to Implement Human Resources Policies

Abstract

Research purpose: Describe the relevance of the political skills of Human Resource (HR) unit leaders for the implementation of their policies in public organizations.

Theoretical framework: Given that several factors interfere in the implementation of HR policies and practices, this study considers the political sphere inherent in the complex context of public organizations, encompassing the impact of political skills of HR leadership in the insertion of HR units in organizational decision-making arenas.

Methodology: This research is characterized as theoretical-empirical of descriptive nature. The study used a qualitative approach and, through a cross-section, data were collected from semi-structured interviews with HR leaders from public organizations.

Results: The most relevant way to face the multiplicity of agendas and the different decision-making actors in organizations is the production and control of information by the HR leadership, to moderate the perception of information and manipulate the impressions of other actors about HR initiatives with the incorporation of general and demands.

Originality: The originality of this research is present by providing initiatives to combat contingencies in the implementation of strategic personnel policies through the signaling of relevant political skills of the HR leadership.

Theoretical and prctical contributions: The research calls on the leaders of the public sector personnel unit to interpret the complex context surrounding the public machine. The main contribution of this research is to demonstrate that representatives of the people management sector are agents of change by seeking constant insertion in the main decision-making spaces, resulting in opportunities to choose initiatives with a high beneficial impact for society.
