State conception and public administration in Brazil in the context of State Reform Master Plan

The sense of Brazilian State transformations calls for an analysis of the political forces (and their alliances), their projects and actions, refusing the technicist conception that suggests that it was a purely administrative providence. This theoretical essay aims at laying the groundwork for an analysis of the so-called State Reform, highlighting the transformations that occurred in the period from 1995 to 1998, resulting from the implementation of the "Master Plan for State Reform." Argued that the so-called "managerial modernization" periods, according to the official discourse, are associated with the opening of new fields and the flexibilization and improvement of the conditions for national and international capital contributions. The administrative procedure, therefore, stems from a political definition of the place and role of the state in social relations. Reviewing the "historical perspective" under different bases, a critical analysis of the ideology that underpinned the State Reform Master Plan in Brazil was developed. Concluded that the Reform, limited to the efficiency of part of its administrative apparatus, does not correspond to a conception of social inclusion in the benefits of development, but of instrumentalization of the administrative apparatus, according to a managerial conception, so that it responds, more efficiently, to economy demands.Downloads
