Dear readers:

Starting from this third 2012 issue of the Administração Pública e Gestão Social (APGS) magazine, it will be possible to know, through its website, the responsibilities of the editorial crew, of the reviewers and of the authors of the works, who are interested in making this magazine a way of scientific release increasingly more qualified within the academic community.

For this effect, the APGS editorial crew, represented by its editor, took part, in September 2012, in the IV Encontro Nacional de Editores Científicos de Revistas das áreas de Administração, Contabilidade e Turismo (IV National Meeting of Scientific Magazine Editors on the Fields of Administration, Accountancy and Tourism), organized by the Associação Nacional de Pesquisa e Pós-graduação em Administração (ANPAD) (National Association of Research and Postgraduate in Administration). At this meeting, it was possible to introduce the APGS to several scientific editors from Brazil, as well as to add and renew the participation of various researchers as members of the editorial crew of the magazine.

Moreover, still in September, the APGS magazine was advertised by the professors Walmer Faroni and Suely de Fátima Ramos Silveira, of the Post-graduation Program in Administration of the University of Viçosa at the III Congreso Internacional en Gobierno, Administración y Políticas Públicas, in Madrid, Spain.

In this issue, on the first article, entitled Burocracia Brasileira: um Comparativo com os Países do BRIC (The Brazilian Bureaucracy: A Comparison with the BRIC Countries), the authors Ariella Burali Kobal, Marcelo Teixeira Filho and Augusto Cézar de Aquino Cabral, from the Programa de Pós-graduação em Administração e Controladoria (PPAC) (Postgraduate in Administration and Comptroller Program) of the Federal University of Ceará, invite the reader, in the enlightenment of the bureaucratic and institutional theories, to analyze the behavior of the BRIC countries (Brazil, Russia, India and China) in relation to the world, through indicators of the World Bank report about institutional bureaucracy and efficacy.

The second article, Ensaio Teórico sobre a Presença do Patrimonialismo no Poder Legislativo Local (Theoretical Essay on the Presence of Patrimonialism in Local Legislative), was written by Fabiano Maury Raupp and Jose Antonio Gomes de Pinho, professors at the State University of Santa Catarina and at the Federal University of Bahia, respectively.

Written by Renato Fabiano Cintra and Saulo Fabiano Amâncio Vieira, both from the State University of Londrina, the third article analyzes the Process of Implementation of Project Management in Public Organs: a Case Study at the City Hall of Dourados – MS, Brazil (O Processo de Implantação da Gestão de Projetos em Órgãos Públicos: um Estudo de Caso na Prefeitura Municipal de Dourados – MS).

The fourth article, authored by Nilda Maria de Clodoaldo Pinto Guerra Leone, Sonia Maria de Araújo and Maria Aparecida Nery Kanzaki, the first one from the Professional Masters in Administration at the Potiguar University, and the others from the Federal Institute of Rio Grande do Norte, seeks to comprehend The Vision of Technical-Administrative Servers and Teachers of Federal Institute of Education, Science and Technology (RN) on Organizational Commitment (O Olhar dos Servidores Técnico-Administrativos e Docentes do Instituto Federal de Educação, Ciência e Tecnologia – RN – sobre Comprometimento Organizacional).

This edition is concluded with the article Recyclable Collectors Networks: Perspective for the Organization of Self-Management (Rede de Catadores de Materiais Recicláveis: Perspectiva para a Organização da Autogestão), from Milton Cordeiro Farias Filho, professor at the University of Amazônia. This work presents the structure of social relations of recyclable material collectors in six municipalities in the state of Pará, as well as its virtues and organization difficulties.
