Abstract

Before the discussion of issues concerning the integration project - implementation - the basins of the São Francisco River, this paper aims to analyze aspects related to public policy, environmental conflict and governance, seeking training on the theoretical and conceptual overview of the theme involved. In terms of challenges, it appears that, long ago, the transposition of the waters of the São Francisco River divides the opinion of many experts and society, either by technical challenges involved in the works and the problems related to water management in one of regions with more socioeconomic problems of Brazil. In terms of public policy, it appears that recognize the process of formulating a policy sector and assess its current stage becomes paramount in the quest for effectiveness and compliance with the requirements for the promotion of the purposes for which it was designed. Moreover, the conflicts come into existence when one or more social actors vying something that has become scarce and that serves as the need to supply everyone. It is an opposition or struggle between opposing forces and interests, indicating that one or more social actors are in dispute for control of a territory, a population, or a natural resource such as water, for example. In this context, the Integration Project Watershed of the Rio São Francisco stands out because of the power relations and the historical behavior of the different actors influencing the conformation of conflicts and governance over the right to use, access, use and management of water resources by printing different forms of participation / exclusion in interventions to secure access to water. Thus, this technical assay stems from documental research on the history of the Integration Project Watershed of the Rio São Francisco and the basic principles of Sanitation in Public Policy and Governance, to provide elements for a broader study effect of perception/ discourse of hegemonic actors (government and experts) in the preparation/ implementation of new public policies and projects
