Interação e Autonomia entre Estado e Capital: Uma Análise Baseada nos Membros da Câmara Brasileira da Indústria 4.0

Research objective: To analyze the interaction and autonomy of the administrative apparatus of the federal government linked to the development of technological innovation policy from respondents linked to the public power and to the representation of the economic sector, both groups linked/components to the Brazilian Chamber of Industry 4.0
Theoretical framework: State autonomy and interaction between capital and State based on scientific materialism.
Methodology: Two surveys were carried out. The first one with the bureaucrats of the ministries that make up the Superior Council of the Brazilian Chamber of Industry 4.0 according to Paço Cunha e Mendes (2022), obtaining 117 answered questionnaires and the second one with the members of entities representing the business community that are components of the Brazilian Chamber of Industry 4.0, obtaining 41 questionnaires answered. The data were later compiled, displayed in the form of tables and analyzed using descriptive statistics.
Results: The results suggest that there is a high degree of interaction and limitations regarding the autonomy of administrative apparatuses in the face of economic and political interference.
Originality: Discusses state autonomy and the interaction between capital and state based on surveys carried out with representatives of both sectors (Government and Companies) linked to the Brazilian Chamber of Industry 4.0.
Theoretical and practical contributions: It resumes the discussion about the autonomy and interaction of the Brazilian state apparatus from a materialist prism and points to a considerable frequency of political and economic interference and to the possible questioning of the autonomy of the administrative structure seeking for its development.
