SOCIAL MOVEMENTS NETWORK AND THE RECOVERY OF THE PUBLIC SPHERE

The paper analyzes the political action of contemporary social movements in the recovery of the public sphere from its network acting. The National Campaign against the Free Trade Area of the Americas (FTAA) is one such example. This article reflects on the main features of the work of social actors in the public sphere, encompassing both the symbolic dimensions of collective action not institutionalized as the dimensions of political institutional action. It aims to analyze the strategies of participation of these actors in decision-making process of Brazilian foreign policy, and check how far the public management has ensured the effectiveness of mechanisms for social participation in relation to this policy. It was included in the research 28 semi-structured individual interviews and seven focus groups with 44 participants, with a total of 72 interviews. For this article it was selected testimonies of five respondents. The results indicate that the participation strategy used by the campaign led to an opening of the Government with regard to public policy on the FTAA, but they do not guarantee effective participation in decision-making process of Brazilian foreign policy.
