EXPERIENCES OF EMPOWERMENT IN THE EXERCISE OF SOCIAL PARTICIPATION IN PUBLIC POLICY MANAGEMENT COUNCILS

The public policy management councils are constituted as spaces of empowerment and democratization, as norture society participation in setting the political agenda and allocation of public resources. It is a case study conducted with representatives of a university through its action in the management councils in Chapecó/SC. We identified the following units os meaning that show evidence of empowerment: the inclusion of actors in deliberative processes, where actors recognize their potential and take an active role in the political arena; learning dialogue in deliberative processes when experiencing feelings of belonging and promote dialogues in order to make decisions shared, challenges of social participation in decision-making processes, when they promote partnership relations in favor of collective interests. As an institution that produces and disseminates knowledge and practices, the university can ensure effective support to the training process of the public agenda, influencing policy decisions in favor of greater equity and social justice.
