Consecuencias de Motivación del Servicio Público: Proposición de un Framework de Análisis en Organizaciones Públicas Brasileñas

The objective of this article is to analyze the level of efficiency of two groups of highly complex hospitals in the State of São Paulo, one managed by Social Organizations and the other by Direct Administration, in order to verify which group makes better use of public resources. The methodology used was a descriptive study with a quantitative evaluation divided into two parts. The first one measured the size, financing, outputs and procedures used by these hospitals. In the second part, Data Envelopment Analysis was applied for the efficiency analysis. The results showed better efficiency indexes for the hospitals managed by Social Organizations besides, comparatively, they presented greater size and transference received of the state and the greater number of services.
